How does the county surtax work?

Most Florida counties add a discretionary sales surtax, set by the county you live in: the Department of Revenue says it is due when the address on the registration or title is in a county that imposes one. On a vehicle, it applies only to the first $5,000 of the price. So on a $30,000 car in Hillsborough County, the 6% state tax is $1,800.00, and the 1.5% surtax is $75.00 (1.5% of $5,000, not of $30,000), for $1,875.00 in all. Below $5,000 the surtax applies to the whole price: a $4,000 car there is taxed $300.00.

Does a trade-in lower Florida car sales tax?

Yes. A registered dealer may deduct a trade-in taken in the same transaction, so tax is worked from the difference. On a $30,000 car with a $10,000 trade-in in Hillsborough County, sales tax falls from $1,875.00 to $1,275.00. On a sale between individuals, a trade-in counts only if you trade in a vehicle, boat, aircraft or mobile home as part of the deal. When a trade-in brings the taxable amount below $5,000, we apply the surtax to that smaller amount — an $8,000 car with a $5,000 trade-in is taxed $225.00 — because the Department of Revenue does not spell out this case; the difference is never more than $100.

I bought a car in another state. Do I owe Florida sales tax?
Possibly. The Department of Revenue allows a credit for a like tax you lawfully paid in another state, so you pay the difference. Its example: after paying 4% elsewhere, you owe another 2% plus any county surtax.
Is there a minimum taxable value on a private sale, like Texas has?
We did not find one. The Department of Revenue's motor vehicle brochure taxes the sales price and does not set a presumptive-value floor like Texas's standard presumptive value rule.
